Depends how well I know the person. If it's someone I'm allying in mafia or whatever, I usually start with "hi," but if it's someone I talk to all the time I just say what I want to say.

I'm usually sending messages as part of mod duty so I aim for politeness, aka "Hi Conan16428364, your twitter account has likely been hacked and is spamming the recent updates with hormonal enhancement ads. Is it possible you could take a look at it and fix it please?"

If it is someone I have PMed more than once, I am more likely to drop the formality.

If it's someone I've never PMed before, I starts out with a "Hi", trying to be as polite as possible.
If it's someone which I've talked with previously/is more familiar with, it's still usually hi, but may start with a joke or something. The latter especially true if it's about mafia alliances. :x
If it's a lengthier conversation with the same person, I just use the quote button and goes straight to the point.
