Really all I was thinking was where's the Rail Tracer when you need him.  They only think i liked better than OVA 4 was the clothing Kaito had on.

I really think they just forgot what the hell they wanted to do after the first set of episodes.  I would have gone for a phantom lady build up

OVA 4 and this episode are both adaptations of the same manga chapter, so it's no surprise, really.

For better or worse, the anime team clearly doesn't have much interest in the goofy early chapters of the series.

For better or worse, the anime team clearly doesn't have much interest in the goofy early chapters of the series.

The thing about the goofy early chapters is that, tbh, some were pretty poorly written.  It may have been the translation too, but I remember for the Clockwork Heart file especially wondering how the hell this all happened... And the only explanation was that he randomly got kidnapped one day.  The rest of the chapter was good, but it could have used a little bit more setting up of the story.
