I've actually made this comparison myself eons ago. While it is possible, both outfits were likely inspired by gentleman thief Arsene Lupin.

Because there's no need to...? O_o Toichi claims the outfit was inspired by that of Arsene Lupin, but I highly doubt that in the Lupin stories that Lupin is claimed to be all dressed in white. Actually all depictions I've ever seen of him have Lupin in proper-for-the-time gentleman's clothing. As for Moriarty in Meitantei Holmes his outfit is also likely inspired by Lupin, but again, the colours are very different. My thinking is that knowing that Hayao Miyazaki is behind a lot of what went on with that show he likely decided to go against the norm of "dressing the villains in black clothing" on a kid's show so he changed the colours to something brighter.
Are Kid and Moriarty's costumes similar? Yes. Are they identical? Heck no.
