Or probably no one win. In the end the victim make it look like he has been killed because no one believe Carmel. Heiji wasn't happy and Conan is missing, Shinichi realize it was suicide which B.O. is relate to victim as victim intend to lead police to investigate B.O. And Conan accidentally saw B.O. before turn missing.
