Unfortunately. And this doesn't even seem to be a joke that can be carried over to the anime (or at least, I'll be surprised if it appears in the episode)
Apparently Haibara says Rum is ranked #2 in the org, which means he's/she's only below the boss. Hopefully it means this is the final arc before the climax boss arc.
Hopefully not, that brings the possibility that this could last longer than the Bourbon arc... Everyone is going to get like 4 cases to themselves I'd assume
So the three suspects in the last shot - I think this is just a cute random case, because none of them look particularly intimidating in the BO sense. Of course, I might be wrong - We'll see. Also, Rum is second highest in the Organization? That just seems like things are drawing ever closer to the climax, though I personally feel that unless Gosho pumps BO-related cases every week for the next two years it won't happen. It's interesting though. I thought Anokata's favourite was Vermouth, but his closest-in-ranking is Rum? I'm keen to see more Rum in action.
I'm hoping that Rum Arc will really have more of the two spies in the Organization in danger. According to Gin, security is gonna be tighter with the rat infestation problem of BO, so Kir will probably be in quite a bit of a tight situation - while Bourbon. IIRC Gin doesn't like Bourbon, so what is to say that Gin doesn't search a little bit deeper into Bourbon and perhaps things will be revealed? Hopefully more Kir this arc. If that so I'll be overjoyed 83

yeah I hope so...but then again this arc could take 7 years like the Bourbon arc,so I don't want to have high hopes for now.
However I do think Kir and Bourbon will be in danger this time,with Gin looking for "rats",and Rhum making a move.

One of the Rum's body substitute who is feminine could it be mystery girl who is so-called "little sister from outside the domain". She betrayed the Black Organization and took APTX4869 to shrink in order to hide her identify, that's why she keeps moving hotel after hotel to escape hunting from BO assassins and examines if Conan is the person who lives up their expections to confront BO.
In File 846, Masumi said "until that time comes" means until when Conan earns trust from mystery girl, then she will tell Conan her full story.
My guess at the moment(until further development) is one of these possibilities:

RUM could be a special operation group in the BO that consists of the three members ( with the described characteristics of "RUM") and where as RUM is the initials of the three people's code names(alcoholic). The thing that haibara forgot(that the three description had in common) could be an emblem, symbol or any kind of sign(clothing etc) that they wear that defines them as RUM(members).
RUM might also be someone skillful with disguises, who has never showed his/her true face to anyone but anokata. Who because of that has gotten many descriptions of his/her characteristics, where they had one thing in common(which could be something important to RUM and could become a plot device in the future). Also, this outcome would show us that anokata's favorite/right-hand both are enthusiastic about disguising, which could give us a hint about the boss character.
