I do not believe they are BO either as Gin would be hunting down Kir right now and the BO would be sending everyone to the Kudo residence instead.
So in conclusion I do not know.
Question, is it possible that he had a wire on him that Vermouth was listening to? Even if he were PSIA, he would have to remain ambiguous with his statement then, to avoid blowing his cover.
