But because Vermouth was there last time they managed to bug Jodie and get it before anyone noticed... If Amuro had been there alone he might have failed when trying to retrieve it or might have just left it there for the FBI to track
So, Conan's acting just as I predicted, and Amuro's going to be killed (probably not), imprisoned (likely, at least for a while), or turned double-agent, like Vermouth (much more likely, since he has a backstory). Amuro is smart and wily, but this plan of his is dumb... maybe I'll be surprised later?
Could it be that this is Vermouth's plan to turn Bourbon traitor? I get the feeling that she wants to destroy the organization, not by violence, but by showing everyone the error in their ways. She likes Ran and Shinichi not for their cleverness, but their idealism, which I think she hopes will rub off on the members that get close to Conan. She may have baited Amuro into this investigation, and be manipulating him into building a report with Conan so his idealism can infect Amuro. I'm thinking this because of her thoughts at the end of the Vermouth arc, about Shinichi "reaching her heart."

Without Akai, FBI had trouble for investigation. In File 850, Conan requested Jodie to help him investigating about Bourbon's motive of staying in Poirot (Can't Conan at least notice Bourbon trying to investigate if Kogorou is related to FBI, since BO trying to assault Kogorou once, that's why he pretending to be Kogorou's apprentice), but Jodie didn't reveal anything to Conan till now.
Something I noticed, throughout 892, Amuro's been drawn with the sort of pupils reserved for "foreign" characters only (which is different from the 'shocked' pupils that all the characters can have regardless of nationality). Pupils that Vermouth, Jodie, Sera's mystery kid relative, Akai, and so on are drawn with. This is unusual for him, he's usually drawn with the more stylized pupils the Japanese characters are given.

Does Amuro look like full japanese to you? He's probably the same as Shuiichi, whos his sister has the "japanese" eyes.
