Something that adds worth to my simple theory, is that Conan hear the tape and did not act in a way to suggest it was anything earth shaking. So something meanless is very likely.

Not so. Conan only heard a few seconds of the tape. Once he realized that it was Elena talking to Shiho, he handed the headphones over to her, and does not seem to have asked to listen to the tapes again. Guess he's figued that it's a personal thing, and he doesn't suspect that there's anything major in it, just a mother's last words to her daughter.

Since Hairbara looks shocked, I want to know more about their relationship. Maybe her mom was cold to her and yet the tapes showed Hairbara a completely unexpected side of her mom.

and maybe because she hardly met her in person, isn't it said that Elena died not long after giving birth to Shiho?

exactly...Shiho never met her mother,she only heard what the other BO members said about Helena(the whole Hell angel thing)

concerning the tapes,I still think it's either Helena said there is an other child in the family(an other brother or a sister),either something concerning her role in the BO...maybe she worked for the CIA/FBI?

I don't think that Ai could just go on with her life, knowing that - I dunno - Vermouth is her real mother; maybe is sth that is really important but Ai doesn't think it is or really just sth nice Elena always wanted to say to her daughter but didn't manage to do it before (like you said .. Do we know for sure if Ai knows her mother's voice? It could be Vermouth disguising her voice as usual. Unlikely, though, as Akemi would probably have known if it wasn't their mother that the tapes came from before hiding them in a toilet.

First of all, what is "what you are about to do"?  Join the B.O?  She'd be 18 when her mom said this.  Could that have anything to do with the next line, "Maybe you're old enough to hear this.  I'm really..."?
