I didn't mention the connection before because I didn't know Kurayoshi existed (I either forgot or didn't read the chapter where it was mentioned). I've only just looked it up today. But now that I know about it, I'd say Kuroyashi ã

Upon rereading the first manga I discovered that in the panel where Shinichi first comes up with the name Conan, the books behind him seem oddly like visual clues to the story's plot. Starting from the top left the books read,

top shelf:ロンドン殺(人)ã€

The point of interest is NOT that the books are all mystery books, with a few children books thrown in and Gosho's own Magic Kaito, but why those specific titles were used since the author could've just filled the background with author collections without specific titles - it's also NOT the point of interest that the titles may or may not be clues to the plot, rather it IS the point of interest as to what works and ideas influenced Gosho at the start of the series besides the Holmes stories. The specified titles of the books give a clue as to Gosho's mindset and such when he created the panel, which though it contains no evidence as to plotline, figuring out an author's mindset and what influences him can help in realizing what the author has/had planned.

(The book title on the shelf in the panel I find most interesting is Alice's Adventure's in Wonderland, which is perhaps one thing that gave Gosho the idea to have Shinichi shrink into Conan. But if he took anymore influence from that story, then the question 'is any of this even really happening in the story or is it all a fantasy of Shinichi's?' crops up.)

After decoding the 4869 in APTX 4869 as pointing to Kurayoshi, Tottori I realized that it might be a red herring put in by Gosho rather than a hint toward the true Black Org location, since what kind of cautious boss would overlook a code pointing directly to his location? Same with that email address - it points to Tottori too, but would a truly over-cautious boss use his real location to set up an email/phone number? Then take Haibara’s reaction to Conan figuring out the email points to Kurayoshi - at first it seems like a clue that it really is there, but then Haibara’s referring to the email as a Pandora’s Box and that ‘unbelievable characters’ will be the kind found if Conan tries to find the boss’s location through that email makes it doubtful that Kurayoshi is really the boss’s location.

It becomes even more doubtful when one reads the manga chapter “Sent to Tottoriâ€
