If Sera is an FBI agent, what is the importance of her presence?

Sera has two main roles in the story: her first role is to add to Ran's suspicions towards Conan's identity (this was shown in the newest chapter when Ran noticed that Shinichi was speaking through Conan's cellphone). Her second role is to speed up the plot and put an end to the Bourbon story ark; if Sera is indeed Akai's sister and has come back to Japan to look for him, Okiya/Akai might have to reveal his identity and work together with Conan and Sera to defeat the Black Organization.

I don't think Sera as an FBI agent and Akai's sister can speed up the plot because she doesn't have any connection with BO.
But if it's true then Gosho really trying to reduce Ai's role in the BO plot.
What happens next will be the golden trio (Conan, Akai and Sera) work together to defeat BO while Ai playing Karuta Card with the DB.
I hope Gosho really know what he did.

I'll fully admit, tl;dr, but regardless Sera just being a new FBI agent seems way too out of left field, way too generic and unnecessary this late in the game. I personally think she should have some connection to Akai somehow and I have 2 random theories. Not Akai's sister though, it really doesn't fit Akai's loner personality and it's a blatant rip off of Eisuke, and NO ONE should ever be considered an Eisuke ripoff. I fully realize there's probably like 50 reasons why these theories can't be right or something. This is my last post in the manga forum (at least involving spoiler-y stuff) for a long while btw.

Anyway, I think she's either the granddaughter of Fusae Campbell (or at least has some relation with Fusae and Fusae (obviously?) is connected to Akai) or is Bourbon PRETENDING to be Akai's sister. I'm sure some people question why a teenage girl would have a major role in a huge criminal organization. Seems like a normal Sunday in manga world as far as I'm concerned. :p

Or maybe Bourbon's Koumei. That would be funny.

I think you describe perfectly what Gosho is trying to do...
I still hope Ai will play a role in the next BO arc...I really want her to interact with Sera to know if she really feels something weird with her...

uh...anyway, that's why I put "at least some relation". Maybe she's just some kid whose grandparents are friends with Fusae, I dunno. I do think the latter theory is far more likely to happen, I just thought of that as I agree with Chekhov that now's a good time to bring her back.

In the newest file (File 773) Sera displays detailed knowledge of the Japanese Police Force; she recognizes the presence of the police, the number and name of their units, their tactical positions, and their plan to defeat the bomber. She also goes as far as to help them in their plan by luring the bomber to the window to allow the snipers to shoot him (although this plan fails when Ran closes the curtains). What do you think is the source of her knowledge, and why does she have little regard for human life?

My guess is that her fellow FBI agents in Japan gave her briefing to prepare her for her investigation (check the main post for details). She has little regard for human life due to the fact that she has witnessed countless deaths during her work in the FBI.

I hope and think Ai's role won't really be reduced (let's not forget she's prolly the only one who could brew an antidote to APTX4869) but Aoyama-sama did say that Sera's role will be quite big. So I'm thinking she has to fulfill a certain role or do something that the other characters can't do, when the time comes for the final BO-Conan showdown... Because Aoyama-sama could have just used Ai or some other existing character to do whatever it is she's destined to do.

1. Conan knew trivia about British cop terminology. Sera (who's expressed her love for Japan) would have probably studied a lot of their police tactics.

Sera's behaviour is the normal behviour in that situation...I don't know why people blame her...

OK, I may have exaggerated the "little regard for human life" thing, but, as you mentioned, her actions are similar to what a police officer would have done in that situation, further proving that she works/worked for an espionage-related organization. As I mentioned before, this organization is LIKELY the FBI, due to the reasons I mentioned in the main post.

That may be true, but it is still very unusual for a high school student to know that much information to the extent where she figures out the police's tactical plans and positions in such a short amount of time (unless she went through similar situations beforehand).
