No, that's just a theory of some fan. Unfortunately, some fans have trouble stating something as a theory and claim it as being a fact.

I think the Boss lives in America and has not yet been revealed to the audience as a person yet, even under disguise form. I don't think he is someone we know yet. I think we'll meet him later on, and not know it's really him at that time we meet him....if that makes sense. Then it'll take some more episodes to find out who he really is....It's surprising that Shuu nor Haibara knew who the Boss was, though they were both important members to the BO.....and Shuu even worked with Gin.....hmmm

fact is the boss is someone who will shock Ai (meaning she would of never guess that that person would be the boss of BO)

and also if we figure out the original name of the BO we will automatically know who it is...

So from the clues we can deduce that the boss is definitly someone whose bin on DC or at least mentioned alot of times.

My theory: The boss is Haibara's father, who's supposed to be dead, but actually alive and has become the head of the organization. Why I think that? Because Ai's parent's death was currently unclear. It is said that they died in an accident, and Haibara thought that they had been killed by the BO. But neither one of those 2 info had any proof. So maybe the truth is different. For example: Haibara's father had successfully created the original version of APTX4869 (the one that's used to raise the dead), and became immortal. Then, he has secretly killed the REAL BO boss and pretended to be him from then till now, without anyone knows. And for some reasons, Vermouth had become his favorite, so maybe he has shared the APTX with her, that's why she's still so young. And it also explains why Haibara will be shocked...

My second theory is Suyaku is the boss. But this seems really familiar in the manga world. I was expecting for something new...

BTW, I really hate it if they make Agasa the Boss. For me, it's more like a real disappointment than a surprise, and it doesn't make sense either...
