This is explained in the other threads. I have a rather detailed and fairly sound theory about the identity of Okiya. This isn't just baseless either. I will point to evidence to the fact. Am I right? I have no idea. All I know is that my theory, at this point, seems sound. This may take a while to explain. First lets go with the idea that Okiya could be a member of the BO (Black Organization). I think the likely hood is extremely slim. I seriously doubt Okiya is even Bourbon. Okiya first appeared during the arson case in File 622. By the end of this case Conan offers his own childhood home for this supposed stranger to live in in File 624. Haibara brings up some very valid points to the trouble of letting him stay in the house. Rather then coming straight out and telling Haibara the true reason Conan says, "No Holmes fan could be a bad person.". We all know that is false because of the case of the Holmes Freaks case.
Conan tells Okiya that he will okay things by Shinichi. If Conan even thought Okiya was a member of the BO I don't see a chance he would even hint that Shinichi was still alive. Especially, after the trouble and danger that happened with The Party Showdown in Volume 42.
The fact Conan even forgot to tell ran that someone was staying in the house also makes me conclude that Conan knows that Okiya isn't a dangerous person. Shinichi would never willing endanger Ran like that.
In that past Conan also went to great lengths to keep Haibara away from people he thought might be a member of the BO. You can see this in the Bus Hijacking case. He faked Haibara's wound just to get her away from there.
With this I believe that if Conan is so sure who he isn't, then he must know already who he is.
I don't think Okiya could be someone like Vermouth or Rena, Kir. Whoever Okiya is it's someone with a lot of time on their hands. This person is undercover and can't just up and go out of character for long. I think if Vermouth or Rena were missing for long periods of time the BO would take notice and soon find out they were living in Shinich's home.
I also considered Okiya being Shinichi's mom and dad, but I don't see them taking Ran's kick and just getting back up.
My strongest theory about the identity to Okiya I doubt will surprise anyone. I think, with my current evidence, that Okiya is in fact Akai. I think the plan to fake his death and reappear was all part of his plan to bring Rena back into the BO. Akai has always had a good mind for the way Gin thinks. Akai, Rena, and Conan knew no matter what Gin would suspect Rena. That they would want to test her loyalty. What better test then to kill the BO's greatest annoyance, Akai?
Too bad for them I believe his death was faked.
In this plan, that Rena was a part of, was to replace the first two rounds in the gun with blanks. Remember that we never saw Rena shoot Akai in the head per say. She shot at him over the cap. I believe that Akai had an exploding blood pack, that are used in the movies, that was hidden under his cap. Most likely triggered with his hand in the jacket.
You may ask about the prints that were compared to those on the body and Conan's phone. Remember that the body's prints were not compared to Akai. They were compared to the prints found on Conan's phone. The FBI thought the prints must be Akai's because he so publicly scolded Conan and took his phone in front of everyone. I think the phone that Conan gave to Jodie wasn't the one Akai touched, but the one Conan tricked Rikumichi into touching in an earlier case.
I believe the body that was found is that of the BO member who was searching for Rena in the hospital case and had the fake bomb around his neck, Kusuda Rikumichi. He died from a shot to the head. It was also a body that even if it went missing from the hospital it wouldn't rouse suspicion. If Gin or the other BO looked deeper into the death of Akai it might be suspicious if a body was reported missing from the hospital.
After Akai took Conan's phone and just before he planted the prints of Rikumichi. The police autopsy would show that the death was caused by a gun shot wound to the head.
Maybe it was Akai who called the police earlier and reported the accident. That would give him a chance to scare off Gin and Vodka and aid in his own escape unseen by Gin, before the bomb exploded.
In the plan Conan was going to pass the phone over to the FBI eventually. They were going to go ask Conan for the phone, but Conan was able to pass it on earlier through the case which involved Kamel.
Also when Conan is told by Eisuke about the death in the FBI Conan appeared happy. The PLAN seems to be going well.
I think when Okiya talks about Holmes novels that was actually code. Something that they had settled on before hand. Something that would would say, "It's me.". It was at that point that Conan started to become more friendly to Okiya.
Okiya being Akai would also explain why Conan is keeping Haibara in the dark. In the past Akai had kept his distance from her. There doesn't seem to be any reason why he wouldn't explain things better to Haibara.

That doesn't really count. She's had false reactions in the past. Not to mention that Akai was a member for a while.
If Okiya was anyone dangerous I don't see why Conan would of been more careful not to expose Ran to him. The only thing Conan said was to just not talk about Shinichi in front of him. I also doubt that Conan would put Haibara in danger by letting someone from the BO stay next door to them.
Also, please don't even point out that Okiya drinks bourbon. Jodie was often seen drinking sherry, but that turned out to be nothing. That was back when they were trying to make us think that Jodie was actually Vermouth.
