hmm, on file 811 it says the First part of the Hooligan remaster will be aired 3/31 instead of 4/7 so I guess they moved them up a week to re-run movie 15?

That's very obvious. We see few minutes before the end of Episode 651 is the beginning of File 781, so Episode 652 will definitely be manga-based on File 781-786. Anime directors will not screw up the schedule and make Episode 652 to be other manga-based case or AO.

They already added 3 weeks of filler. (Movie and Remastered). This make Showdown case and EYE case seem not connected

The thing is, the vase case (that the anime has so far skipped past) is referred to as 'a few days' after the hostage case, meaning that too many AOs can't really happen (so KID eps or remasters?) ....or maybe the anime will just change that reference and mess about with the continuity a bit.
