Why from episodes with Bell Tree Express grapgics was changed - when faces are shown they have a black lines around eyes, neck...? Can somebody explain me why animator changed it?

They still have those... They are just used for still images...

When akai shuichi died at raiha pass (which supposed to be Kusuda Rukumichi) :
1- do the police compare fingerprints in their system to know that man was actually kusuda Rumichi?
2- Does the fingerprints of the Corpse Found inside the car compared before Jodie hand over cell to police or It was after that?

Unless Kusada Rikumichi has committed a crime before where his prints were found on the scene, his prints won't be in the system.

1. There is no mention of the police being able to identify the body from their system, backed up by Takagi hoping Jodie could identify the person whose prints were on the phone after they matched them, so the corpse was a john doe

2. The fingerprints the corpse's prints were compared to were the ones off of conan's cell phone, so it was done after she gave the phone to them. Even though the police could match the two as the same person, they still didn't know who that person was

If he's never been brought in for anything the chances of his prints being on file are slim (at least that's how it is in the US), not to mention he's part of a huge crime syndicate, which are generally careful of not being able to be identified
