I think Scar Akai nor Subaru Okiya is Bourbon, because of their faces so similar to Akai Shuichi. If Subaru Okiya is Bourbon, I don't think Conan will be so stupid to let Subaru Okiya staying in his house next to the Professor and let his friends near him. If one of them is Bourbon, I don't think after Akai Shuichi faked his death, though the BO don't know about it, the BO will still accept a person whose face is so similar to Akai a member. Gin is like a commander in the BO and Anokata is the General, if Anokata really lets him be a member of the BO, the first thing the Anokata will do is to introduce Bourbon to Gin, and Gin shouldn't be surprised when Vodka told him he spotted Scar Akai in the bank.
Bourbon is a different person in my opinion. Please share your opinion.

Okiedokie... without using spoilers, Scar Akai = yes, Bourbon. Subaru Okiya = not Bourbon.

Well I come close to agreeing with you but for my opinion that Okiya could be Bourbon ( Who I think could be Kir's connect between her and the FBI or CIA. Bourbon being a Cia or FBI code word.) I do not think of Spies as BO so I do not think of Kir as BO. And I think of Scar as Akai. But believe me not many else are going to agree with me if any, So I am taking a wait and see mode for now.
