It has several meanings in hebrew, but yes, "aroused" is one of them.
Though the way in which you're supposed to say that word is a bit different from the way you're supposed to say Megure's name.

Megure had an obvious role since the beginning, and it has stayed the same. There are tons of characters in fiction that were created only in order to serve one specific role, but when trying to give them some depth, it usually ruins them. Since Detective Conan is a series that keeps its status quo, Megure serves exactly the role he got from the start and didn't change. Thankfully, when Gosho gave him a backstory in one of the cases, it was good, and when considering what Gosho usually does in order to give depth to some not important characters, Megure is probably one of the best.
A bit hard to explain without spoiling anything, but if I had to sum it up, Megure is pretty much like this dude:
His role has pretty much always been the same.
