From what I can tell, the cone was nonexistant in the first manga, had become a sort of extended flip in issue 3 and became the cone we've all come to know and love (?) by the time she's lounging in the hot spring in issue 9.

I wouldn't use love, more like confused about.

Glad to know I'm not the only one that has always wondered about the change in her hair and thought it looked like a party hat. When I showed one of my friends it she asked if someone had stuck an ice cream cone on her head and she had left it there. :)
It's easier to draw than the hairstyle she first had though. All you need is a ruler.

They should have totally spray painted an ice cream cone black and stick it in the actress's hair :o
