I dunno, I think messing with Conan with a confession was just the more AiCon version of messing with Conan by pretending she will shoot him.

It sucks that this OVA isn't canon...which means that what will happen here didn't ACTUALLY happen in the series...so we can't count what happens in theories and stuff...

In my opinion the movie/anime writers can't write any character in character.  Much less Haibara.

That's pretty much how I saw it.  She's messed with his head in canon, so I didn't view that scene any differently from any other time she messed with his head.
