I think it'll be Kazuha. Although Heiji obviously DOES like her, he often seems to not be aware of it (which is kinda annoying considering that basically everyone else knows...). Therefore, I think that Kazuha will have to do it or they'll never end up together.

HeiZuha, by and large, makes me deck myself XDXDXD They have their adorable moments too... I can't tell you how much I love the scene where they're dangling over the cliff and Heiji says he "won't let go". Give me a moment, i've got something in my eye...
