Oh wait, you are right. In a lot of anime/manga the hero is a high school student who lives on his own because his parents are either somewhere else or are never mentioned, and a lot of stuff happen.
Made me think, IS THERE NO LAW IN JAPAN THAT SAYS THAT UNDERAGE ARE NOT ALLOWED TO LIVE ALONE???

Actually, I think underage like 15 and up can live alone as long as the family can prove the the owner that the teenage tenant has their family support also (they're usually living in apartment and condos in Japan). I think... I'm not sure though XDDDD PLUS... despite hat the mangas usually portrayed, Japanese, like other Eastern culture, have generations living together... they don't just go and live independently when they reach an age like in the Western culture. *Unless they ran away from home, which is a totally different situation XDDD*
Shinichi parents probably let their son follow the Western Style, and Heji just has busy parents.... LOL but really, keep in mind though, Mangas are created for entertainment, and sometimes reality has to be altered a bit....(or more)

No, they use to run around town and out of the district even before Agasa got involved. The Detective boys can practically do anything they want as long as they call their parents. Even though it was an anime orignal, craziest one was when they went to the "bull mansion" place with a total stranger AND spent the night.
