Hmm it is possible she went to an exclusive private school since the org would want her to have the best schooling possible. But what I was referring to is how in some Japanese mangas "Americans" are characterised to dislike Japanese people (like average American citizen). It's not just Japanese manga either.
For example if...for say this was a manga about fashion. Then the "American" blond hair model will be characterised to say something like "Ew who invited a Japanese here?". Of course this racism does occure in real life, but it tends to be...overdone in Japanese mangas. Gosho is actualy pretty good when it comes to these things in comparison...but then he does make all his "foreigners" really...weird xD. Maybe he's just using that line to stress that Haibara is a Japanese girl and not a foreigner (I don't know).
well, aside from what theblind said about latent anti-american sentiments in japanese media (hmm, I wonder where they could have gotten that from? ), foreigners are always treated badly in most forms of media because for the most part, the only reason foreigners are ever included in media is because you need one for some reason or another.
Like, let's say you need someone who isn't familiar with things? A foreigner can do that for you. Need someone with a weird personality trait that'll weird everyone out, possibly for comedic effect? Get a foreigner. Need someone to be an asshat to the main character and crew for no reason at all? Nab a foreigner, and make him racist.

I mean, yeah you get foreigners in things even when they have no purpose, but much more often than not, they're put there for a reason. Creators of fiction everywhere love to stick to their own nationality, not just Japan, though I suppose it could be a little stronger over there.
