All manga-based episodes for the whole month, wow Is it unprecedented? Anyway they seem to skip the Red Detective (Aquarium memories) case.

Not unprecedented at all. In 2013 all January episodes were manga based and in 2012 the first filler of the year only appeared in...june.

It seems that the Scarlet series is coming up soon, as in a couple of months.

I'd bet on the former

"Happy New Year Mouri Kogoro" is the "Fugitive: Mouri Kogoro" special, just without the movie 18 previews.
