There is no confirmation that APTX 4869 reduces the user by 10 ages...However we can also assume that APTX 4869 turn someone to their childhood no matter which years old are they.

I don't think it turns everyone to their child form, I think it makes the one who took it look approximately 10 years younger, so it only affects the appearance.

I love how protective she got in that movie. :3 It was so sweet. And I REALLY like her in the manga too recently! Haibara is like an older sister or mother and... I love that side of her.
