Is there any reason to think that the BO has not noticed that Korogo has become very good and this happened AFTER the"Killed" Shinichi?
Is there any reason not to think they also notice that this happens while he is asleep and a small kid is near by?

If the answer to these is No, then you might believe that might know that Kudo is alive and well. You might also be able to believe that they could know Kudo is Conan.

That's different. Its not like they noticed his skills and was worried. Vermouth stole his papers and Conan's mistake made them think he tried to spy on them. They didn't care about him on there own.

I think they would only consider him, or anyone, a threat when he or she tries to investigate or "attack" them or know something about them. Other than that, I don't think they care how renown a person is.

Agreed. Unless you are former member, the BO isn't an organization that hunts down people unless they feel like they will be caught. The only people they truly care about are the ex-members.
