If one DB is frightened by Tequila and only one DB has sent an action (won't matter if it's the same DB in both situations or not), the action will fail. If two DBs send in the same action, the action has a 50% chance of succeeding. If all three DBs send in the same action, then the action has a 66% chance of succeeding.
Does that mean that the DBs would have to submit two (or three) orders, just in case they get frightened? That sounds a bit counter-intuitive.
If Tequila frightens the DB who would perform the action (Ayumi for identify for example), then it should fail all the time - even if Mitsuhiko and Genta sent in the same (or their own) orders.

That's exactly what it means. If only one DB sends in the orders, then it makes it easier for the BO to make their actions fail. If, on the other hand, all of them send in the orders, it makes it a little harder on the BO and a little easier on the DBs.
Keep in mind that each player is required to send me a PM each phase anyway either with actions or a note saying they're still active.

Well, but now that we (you) updated the DBs abilities so we didn't need that %chance anymore I was hoping to leave that kind of randomness out of the game.
