Why is a lighthouse surrounded by a town shouldn't it be near the ocean?

Well again my Question. Why is the lighthouse surrounded by a town. It should stand near a cliff or near the harbor 
How does a lighthouse work:
A light shines over the ocean with a special lightsignal to warn ships and to identifi the lighthouse.
First guess:
The man found out that the lighthouse was useless and that he wasted his life, because the Lighthouse was surrounded by a town.

the man committed suicide because the ship ,carrying the town's next shipment of food for the local stores, crashed and 8 people died because the previous day the ligh was out (i missed that lne in the riddle ^^;)

Yeah you should give enough hints in the riddle to solve it
