I think that's doubtful, because they made a point of showing that Jellal knew her. It is nice to have a Fairy tail thread, seems I will be here a lot 
about the hooded woman, I just checked chapter 289 again because I thought it was strange that Doranbolt didn't feel Zeref's magic, however that may not be correct: when Jellal identified the source of the magic he quickly jumped in that direction and Doranbolt said : "Did he notice? But... " . I can think of two possibilities: Doranbolt wondered that "Mystogan" noticed that he was following him , or he meant that he noticed the magic that resembles zeref's. In the first case I think it is suspicious that he didn't notice the magic although he had more cotact with Zeref than Jellal IIRC. In the other case, this mysterious woman must have relation with the council and that might be why Doranbolt decided to confront Jellal directly after that. However, I can't think of a person we know that might be the mage in this case
For the leader I don't have any clue. But choosing the stronger is not a bad idea because I doubt that any wizard will dare to challenge Laxus for example, other than Jura of course but again Mavis might have wanted to see this confrontation although this doesn't fit with her saying she doesn't know what to do about Jura and I think she probably guessed that he will be interested in Laxus. I am truly confused
