Characters, for sure. Without interesting characters, I would never have a reason to follow the plot.

Characters and character development are the most interesting part of a story to me. Most stories are variations on one of the basic plots, so to me different characters are what make the story.

Characters, I mean, take Red Dwarf for example, its plot and special effects are pretty o_O, but the characters are really well developed.
Still, I like both and think that plot and characters > Explosions and big budget all the way

Michael "MOAR EXPLOSIONS" Bay, the guy behind the Transformers movies. His movies are notorious for having rubbish characters but tons of explosions and a CGI budget that outshines the GDP of several small countries. He makes money back by the truckload, though. So I think he'd be confused about why you'd need decent characters or a good plot XD

(I do agree with you, by the way- plot and characters FTW. I was just making a director joke :P )

Characters! I once watched an anime where the plot and etc. was awesome, but the characters were completely unlikeable. I couldn't finish episode 1. XD
