It always felt like an afterthought.

Because... it was.  Toriyama had set everything up to end the series with Cell.  The editors coaxed him into doing more.  He had wanted to end it after Frieza long before, but the editors stopped him early on that so he had time to undo deaths and such before the arc ended, and decided to go full-on in making Gohan "the hero" as he wanted.

I think at least part of what made Buu bad (at least for me) was that he had to be bigger and badder than Cell, who already had the "can regenerate from a single cell" thing going on and so they used that for Buu as well and the whole thing sorta felt like a Cell 2.0 type of deal. Not to mention that his "personality" was just grating. The Buu saga would have been a lot more interesting imo if they had a different main villain than... Buu.

Buu saga was the one I liked least.

I fall under the "I only watched random episodes when I was bored and my brother was watching it" category... so really, other than knowing who the villains are, I can't really form a proper opinion. ^^;
