Well, the timeline in DC isn't exactly linear.  They go through Valentine's Day on three occasions, if I remember correctly, but nobody grows older.

How does that prove anything?  I think you're misreading what's being said.

Statement 1) Two years ago, Tequila was in this guy's office, and witness A saw him.
Statement 2) Recently, he was at the Mantendo convention, where witness B and witness C could have also seen him.

This guy's office was not the Mantendo convention.  That's not how conventions work, nor is it how offices work.

No. They. Don't. No matter how often people say that.
There is one Valentine's day in the manga, one AO and I have no idea when the third supposedly took place.
Christmas, new year, valentine's day, white day et al. take place in the order that one would expect.
That's basically the only clue how much time has passed.

Oh, then I was mistaken.  It happens.  Either way, it appears that more than a year should have passed by now, but there is no actual indication that such a length of time has actually passed.

Why would it appear like that? Number of cases? Irrelevant.
It's about half a year: Shuichi said that ~2 months have passed since Akemi's death, which happened in the beginning, let's say a month after Conan was shrunk. Shuichi said this after Valentine's day but before White Day. We are now in March or maybe April and the series started out in November or maybe December.

In Clash, I believe it was, the time period from which Conan shrank all the way to around episode 500 was a period of "a few months". Gosho has yet to repeat a holiday as far as I know, but you can expect such a repeat in time (perhaps nearer the end of the series).

There were a few events in which we were actually told what month it is, but iirc, it didn't make much sense given what we know, so it was probably just like having a bunch of winters and summers.

What we need to do is go through every single manga case and log the amount of time each one takes, the times of day involved, the location, and all other mentions to the passage of time therein... all in order to see just how much has actually passed.

I don't think that'd work, I think it'd add up to far more than a year and then there's cases that last days, DC isn't exactly big on that kind of continuity (*cough*Comic Book Time*cough*)....
I think you should just take dates and times from plot relevant cases, they're more likely to be accurate, though you'd have to decide which cases are counted as plot relevant.
