What about the anime? do they have fillers or AO's like Conan?

Very few of them, and they are actually pretty fun too.

Do they actually manage to not make it  a DBZ 2.0 in terms of pacing with "very few" AOs ?

Yes. One piece sells well because it's awesome, Oda(its creator) is a genius in storytelling. The fights don't drag on, the AO's are mostly great, they don't screw up the story at all AND have awesome fights.(very few exceptions tho, past episode 300) etc.

He will be half happy and half sad...hehe...just like conan when he's excited to see Ran in mini-shorts...hehe...don't ask me why he will be sad...hehe...sometimes i could gets people feelings...(just like the live action 3,shinichi and ran aren't normal,gosho said that,"aren't you guys too 'lovey-dovey'?" he mean shinichi and ran is not developing their relationship at that time but i like it,gosho said that 'though it works!'
