There's no 'maybe' about it, Conan takes any excuse at all to do it, I mean... checking it was safe for Haibara to walk around by disguising as her? Nah, he just likes crossdressing (as does Aoyama if Kid is anything to go off :x)

It's pretty obvious if you think about it. Conia is a stalker, he prefer hiding in bushes. You figure out the rest. Though it should be DC not DCTP.
