Detective Conan Spin-off Series?

Okay, maybe pre-school/kindergarten is too childish, maybe stick to first grade?

Would anyone here watch a spin-off/parallel series where conan lost his memories when he shrunk, but he still meets the rest of the gang and Ai as well, and every episode would be a detective boys case?

As long as the mysteries were decent, sure, I'd watch it.

Shinichi is 17 and APTX 4869 de-aged him 10 years .

According to both Viz Media's translation of the manga and FUNimation's dub of the anime, Conan was SIXteen years old before he got de-aged, and SIX years old after the de-aging.

Let me try and settle this argument once and for all.  There is no possible way Conan nor Ai really know how physically old they are after being shrunk.  The only way we know our age is by counting how many years it has been since our birth.  Because they were shrunk, that type of measurement no longer applies.  All they can do is look at themselves and make an educated guess.  Sure, they could be six.  They could be seven.  Heck, they could be small eight year-olds for all they know.  The only information they have to go on is that they're smaller.  Everything else is merely guesswork.

That's easy.  You can make your own spin-off by only watching these episodes.

Hmm, I just thought of something, if this "show" was geared more towards a younger age group than Detective Conan, which Japanese TV channel would it most likely premiere/debut on?

No problem.  I realized that I have another criterion for watching it.  It would have to be in Japanese.  I wouldn't watch it if it were in English.

I would only watch it in Japanese with english subs, if an english dub was never made.

Sure.  My answer is, I don't know.  I'm sure Japanese TV channels have changed a lot since I lived there, so I don't really know which one would carry it.  Perhaps if you can think of another show aimed at a similar demographic and find out what channel airs that show, then perhaps they would air Meitantei Chibi-Conan too.
