It's really quite simple. It's always around "now" in the manga (as in the seasons and dates match the real world's dates when the readers first read the manga in Shonen Sunday. Aoyama even jokes about sitting in front of your refrigerator while reading the tankoubon to have the proper atmosphere since the tankoubon comes out months after the chapters appear in serial form.) The "then" just gets compressed into story time instead of real world time, so that between a few months and a year have passed in story time (I'm not sure even the in-story time spans mentioned will fit together coherently anymore, though).

. Everything else points that a minimum of half a year has passed for Twin Two/DC time line.
