Why are you trying to find the logic behind something that isn't logical? The series is very long, and somewhere along the road Gosho started to screw with the time according to his needs - that's the best you can get.

In the current file, there is what some people might call AiCon moment.

It's really quite simple. It's always around "now" in the manga (as in the seasons and dates match the real world's dates when the readers first read the manga in Shonen Sunday. Aoyama even jokes about sitting in front of your refrigerator while reading the tankoubon to have the proper atmosphere since the tankoubon comes out months after the chapters appear in serial form.) The "then" just gets compressed into story time instead of real world time, so that between a few months and a year have passed in story time (I'm not sure even the in-story time spans mentioned will fit together coherently anymore, though).

You do know about what is called the twin paradox?

Twin one goes on a space ride. he travels at need the speed of light spends a month in space and then comes back.
He traveled a total of 15 light years. In his time reference only a month has passed
Twin two goes on about his life and lives a nomal life while his twin is doing his space travel.
Here the paradox the time that has passed for twin two is 15 years!

Think of the time frame of us as twin one. Think of the Time frame of Detective Conan as Twin two. What has happened in the Dc world to them seem to be 15 years but to our time frame it has only been a month.

If you wish reverse the two (a month there is 15 years here )

again why did Hairaba go so far to Kiss Conan?

That doesn't make any sense and you should know why but here:
a)Twin Two,"The DC time line",- has experienced enough events to know more than a month has passed and indirectly recognizes that more than a month has passed, making your "theory" extremely flawed.

b)Only evidence you have to even create such a weak theory is that you want it to be a month. . Everything else points that a minimum of half a year has passed for Twin Two/DC time line.

c)Listen to Kor's and Nyarl's angelic voices of reason. There is no possible way to find a logical answer to the passage of time in DC. The best that can be done is well-proven conjecture that allows for a reasonable estimate to be declared.

P.S.- Trying to figure out time in the DC universe is futile. Best bet is to say "more than half a year less than a full year" has passed.

Also in the one where Heiji talks about the ski trip when they were 14, in the beginning of the file/episode they had compared their amount of cases over a month a believe (Conan-7|Heiji-6).

I just try to forget about time when watching DC. Imagine there's no time and enjoy the story. =)
Many long-running shows have this issue.. The characters don't age even though seasons do.
