I think the light is Kogoro pre-empting Conan's dart strike by trying to electrocute him.

Clearly Conan's light bulb in his head was on the fritz and it caused an electrical spark.

But I think we are all missing the important question...

I think the Newtype-flash was the result of Gin hitting the back of his head...

Guess rather than destroying his skull, this act served to boost the capability of Shinichi/conan brain

More like the shoes are the cause of the electricity.  The shoes are actually very sophisticated AI robots that can detect how hard conan needs to kick depending on the situation.  They also allow him to not fly through the roof when he is walking with the shoes turned on.  The shoes are slowly taking over his brain functions by giving him shocks every once in awhile, telling him how to solve cases.
