I would place Gin above Shinichi. Gin has danced twice with Shinichi and both times(he figured out Conan's locker plan without the full details like it was a game of Clue and linked Mouri to the bug, again without knowing the full details that Kir knew) he won. Only reason why someone isn't dead because of these two loses is Gosho.

Since this question excludes everyone whom doesn't identity themselves as a detective, I'd say the only one really left is Kogoro and Hakuba (If you consider an Inspector as not being a detective). Making Hakuba the next best detective. If Inspectors are included, Kansuke Yamato if you want someone who has acutally appeared more than Hakuba within Detective Conan, and solved a case alongside Conan.

Now, If the question is, whom besides Shinichi and Heiji have the best deductive abilities, then it depends on how you grade deductive abilities.

If it's defined as a direct competition of whom has bested Shinichi the most in a deductive battle, then I'd say Yusaku. Gin has bested Shinichi a couple of times, and has somewhat lost to him. But Yusaku has been implied to have solved various cases, making the Mystery Writer the more detective like of the two.

Hilariously, if you define next best detective as someone whom has solved the most cases "on screen" as oppose to implied through reference, then the answer is Kogoro. He's been used as a puppet through more than ninety percent of the cases, but at the same time has also solved cases on his own (or with just some help). Meaning besides Shinichi and Heiji, he's solved the most cases within the show.

Others whom deserve mention,

Ai, Her detective skills are honestly just above or slightly below Kogoro. Which is funny becasue she's also the most intelligent character, I'd say she's smarter than Agasa, but she's been shown in various instances to simply not have that reasoning skill that detectives have when it comes to cases.

Okiya, He's proabaly just as good of a detective as Kudo, but his greatest skill seems to be random cameos so far, so his skills haven't been greatly shown.
