The illustrator probably chose to use excessive backlighting to enhance mysteriousness and/or hide their ugly faces. Or did you mean who? In that case they are the "Siamese Cat" terrorist/robbery gang.

Agreed, they keep mentioning that he's after Kaitou Kid.  Although it's never shown(at least in the anime) that he's anywhere in the area for the crime. 

As for the movie, it really feels like another movie that will be filler case(like Movies 9 & 11 were).
