Looks familiar, I have seen it before...

I am pretty sure it was a special production (not for the anime, not even an OVA)... I think it was an episode on some kind of mini-game cartridge (or even a game itself...).
Just remember seeing a picture of it somewhere...

But it is cute.  ::)
