anyway if people i love are threatened by a bad organisation(i mean if their lifes really are in danger), i would choose to join the BO...i think haibara would do the same...if only her life was threatened,of course she would refuse,but when innocent people she likes  are involved,she would do everything to protect them... even if that means create a poison...

But the ones she is protecting would still be in danger. If the BO already targeted them, they can kill the ones she loves for any reason(i.e the poison didn't had the expected results) and whenever they want...
