For what it's worth, I use The Gimp, which you can download for free and is actually a pretty good program.

somebody who isn't an insane GIMP user. While it's an alright program, at least the windows version is absolutely horrid when it comes to managing its windows, you can click on one and it won't bring it to the foreground so you have to minimize others.

I use Paint Shop Pro (in conjunction with MSpaint), which you can get a free version of one of the earlier releases of from their site somewhere.

Yeah, that does bother me about the windows in GIMP, but I'm very familiar with how the software works, and I've got it down to where I could use it in my sleep, so I'm not willing to change just yet. I may take a look into PSP though.
