Chiba is also the reason behind Heiji's charms and Shinichi's deduction abilities, the man has no limits. He just pretends to be a low rank police officer because it gives him more Chiba time, so Ai would luck out getting Chiba.

Well ep.497 implied that Akai actually used his relationship with Akemi to get acquainted with Haibara and used the people around her to get into the Black Organization. I personally believe chances of old Shiho giving the time of day to any guy is zero, but the story did leave a small crack to make them lovers using a cheap method like the Jodie & Akai "we might be lovers now" flashback.
