I think they are going for the opposite. As Rum said, "Time is money"... meaning also that people find value in time. In other words, if you make someone lose time by aging up, it will be deemed worthless.

I think it's for Renya. I personally believe that he took a prototype of the BO research in a rush against dying of old age (after 40 yrs ago), and shrank to a child of seven(nanatsu no ko) + stopped aging (which is why Haibara said that rushing against the stream of time leads to being punished).

Also, just like Shinichi, now that he is in a child form, he is considered dead, and the BO changed the directon of their research by focusing on the opposite effect(the foolish goal) and are trying to raise Renya(the "dead") against the stream of time by developing a drug that can help him regain his adulthood (turning him into the young adult he initially wanted to be + keeping the halted-aging state, like Vermouth).

So if Renya is currently in a child form, he can't be a public leader of the Org, and it further supports the idea of a second boss (a double), that secretly represents him within and outside the BO, existing. This would immediately explain the inconsistent interests the BO have, since the research is meant for the true boss, while the humanity-endangering software is a part of second boss' agenda.

In an interview in Singapore in 2016, Gosho confirmed that Akai and Akemi are cousins. It is stated at 34:23 in the audio link. This means that Elena Miyano is Mary's sister, as both are known to be British. (quoted from wiki)

So... assuming that Elena and Mary had been in contact with each other, Mary must also be aware of Elena working for a shady organization. Mary's shrinking could be due to ingesting APTX which was either forced-fed by BO agent (in which case her name should have appeared on the BO's APTX victim list, but not shown so far) or a sample drug of APTX she may have obtained from Elena (to shrink to hide her identity). We are yet to know more about the story of Mary, as she was also rumored to be a MI6 agent.

So if Mary was a MI6 agent, she or her husband may also somehow be involved in the Amanda case (who was involved in sponsoring a shady organization(BO)?) case 17 years ago, which also involved RUM and Amanda's bodyguard Asaca. If the dying message left by Kohji was indeed K(C)arasuma, then how and why did he left that name ? Was Amanda in contact with K(C)arasuma and told him(Kohji) about it, which is why he knew and was aware of that name??? Was Kohji really just a simple chess player who just happened to die due to his implication with Amanda or was he something more? ::)

And... the following may not be so related to this topic, but... I find the information interesting.

shrinking was a rare unintended side-effect (even if it was a step forward in the right direction), so it's not an effect of the drug that you can guarrantee will kick in (assuming that the Miyano's prototype had that rare, or even rarer, side-effect)
