Considering her spy role, that would be the only night action I'd choose.

But isn't the player all that one needs to make an arrest? (Ex. Detective Tommy Killed Abs. on Night 4 instead of Irish Killed 1412 on Night 4)

Well if she's restricted to just those two actions (Contact and SOS) I see no problem with revealing the player's identity. It's similar to being Sonoko's friend, except that the two parts of that are broken up (knowing the identity // giving out the notice)
It should also work like Sonoko's friend in that it would not work in the event of a sniper
