Dimensional Sniper effectively spoiled the manga before the manga revealed that Shuichi Akai was alive and was living as Subaru Okiya—I know a lot of people made theories about this years before it was officially revealed, but that was still a big deal.
I can't imagine them revealing Rum's identity in Movie 20, like Subaru's identity was revealed in Movie 18, unless Gosho plans to at/before April 2016, as he did with the case revealing Subaru's identity that began in April 2014. I can't imagine him spending 6 and 1/2–7 years on Bourbon and only spending 2 on Rum, so it's doubtful that the reveal is going to happen so soon.
If Rum's going to appear, it might be as shadow man, or a voice over the phone we can't year, or even Rum just sending text message—having a voice actor will lead to us figuring it out through various methods (de-disguising it through audio programs and comparing it to other voices), should that voice actor turn out to be the one voicing (or who will voice) the character who turns out to be Rum.

I was referencing what movie 18 did in revealing that thing at the end that Okiya is actually Akai and wondering if it would happen again but with Rum.

Mystery Train(wreck) had pretty much revealed it prior to movie 18. The latter just confirmed the former and served as eye-candy for movie watchers. It really wouldn't have been possible otherwise since everything important first comes from the manga.

they may just stick a bunch of recurring characters into the movie and not actually have a "rum" scene.
later in the manga it could be revealed that one of the recurring characters that showed up in the movie was Rum
then Gosho's statement could still ring true.
that way they won't have to worry about the credits having a "Rum, voiced by..." problem.
Even if they do have a "rum" scene, the person doesn't have to even talk or be shown
they could just have someone like Gin pull out his phone and speak with the person
without us hearing the actual voice.

The voice is more solid evidence than the eyes—plus, wouldn't the eyes, themselves, just be confirmation after all the hints Gosho dropped about Subaru's identity? (For some, they were certain of Shuichi = Subaru and the fake death plan from 2007, when this all started, the fake death plan, itself, even sooner)—as unlikely (and to you, perhaps, ridiculous) as it was that Shuichi's brother was Subaru, at the time, that theory still remained for some. That brother having the same eyes, using a voice changer and having Shuichi's voice, though? Not a chance.
Nevertheless, your point is well taken.
Vermouth and Kir didn't have such treatment while their arcs were going on and the movies during those arcs were taking place. No mention of the former from Last Wizard of the Century (1999) to Crossroad in the Ancient Capital (2003), and no mention of the latter from Strategy Beneath the Depths (2005) to Jolly Roger in the Deep Azure (2007). Heck, Bourbon wasn't mentioned from Full Score of Fear (2008) to Dimensional Sniper (2014), and The Raven Chaser (2009) was released during the Bourbon arc. Rum appearing in Movie 20 would be a first for a titular character of an arc having a role in a movie.

As for the Haibara arc... why don't we call it the Sherry arc, by the way?... when was she introduced, 1997 or 1998? I remember you bringing out a list of the DC releases from September 2014 up until March 2015 in Shonen Sunday while Gosho was ill... do you have such an account going back to the 1990s? I ask because there don't really seem to be release dates from back then, besides January 19th being the release if File 1, and I've been doing my best to guesstimate for any releases prior to 2004. The 2004 files, I think, was when all the people uploading DC to the internet started to upload translated the Chinese or Japanese (or those of other languages) releases with the ads about the anime episodes, giving indications of the date. File 316, I think, when you look it up, has a date for the anime episode airing the next week (Serial Bombing Case/The Trembling Police Headquarters – 12 Million Hostages).

Eh... having, for example, Kansuke and Hyoue in it doesn't really count as a Rum scene—in my eyes, a "Rum scene" would be a scene where the character who is Rum appears, either as shadow man, an voice we the audience can't hear, or through a text message. Unless, of course, as you say, Gosho means the character who is Rum will appear, but we still won't know that said character really is Rum.
They don't have to reveal the voice in the credits—I was just saying we might be able to decode things if there was a voice actor who played Rum and their voice was changed.

Ai first appeared in Vol.18, and Vol.18 was published on Jan 17 1998. So the chapter that first had Ai is likely to be out in late 1997
