I’d translate the latter part as “Both Aoko and Ran are smart, you know? (laugh)”. Either way it’s definitely an “are” and there’s no “supposed” about it.

Well, Aoko solved the math problem in the first chapter without looking and while fighting Kaito, so there's that. Otherwise she is rather perceptive and there are a lot of moments, where Aoko's comments and observations lead Kaito to an important insight (like the comments Conan does, when he can't put anyone to sleep)
