The multiple votes are for the people with more than one number that get repeated an equal amount of times.

As for me, the answer is 5, at least in this country (I don't remember my phone number in the US, and I'm not there at the moment anyway, so...)

That depends on which of my two numbers (house number or number for my phone only) and from which level you call (i.e. 004989X international, or 089X from outside Munich).
In case of the X alone, however, the house number has 5 the most (3 times); the my-phone-only-number has most 9 and 0 (both 2 times). Also, has the house number has neither 0 nor 9 (nor a significant amount of 4s and 8s), you can now calculate the most frequent digit for any case
(Went with 0, 9 and 5)
