If your identity card is anything like ours here, then it gets a bit tough since you're supposed to carry it with you around everywhere (I believe the fine if you don't is at least a few hundred ringgit). But since yours was stolen, perhaps you can apply for a new one without a fine. They'll still have you on record. You could use your birth certificate or any bank cards/driver's license to prove who you are. Most likely your birth certificate will be the proof of your nationality anyway even if you're not in the system.
As to your iPhone, I think going to the Apple store or something might help? Or calling the customer service. I'm not sure what the procedure is since i don't own one myself. I hope you manage to get it back.
