That's ADD--Attention Deficit Disorder. You've skipped the hyperactivity part. The difference (and yest there IS a difference) between ADD and ADHD is the hyperactivity present in ADHD. Both have been over-diagnosed for some years, though I believe it was especially the case in the 1990s.
Someone with ADHD not only has trouble paying attention but has trouble sitting/standing still. ADD is less obvious, as someone with ADD doesn't have the trouble with staying still, but still will not seem to be paying attention to what they're supposed to be paying attention to.
I was properly diagnosed with ADD in about 1990, before the huge mess got started with the overly common prescription of Ritalin (and similar substances). I don't really display (and have never displayed) the hyperactivity feature, but I was always looking out the window instead of at the teacher in class, yet when the teacher would call on me (certain that she'd catch me not paying attention) I had the right answer.
ADD makes it extremely difficult to focus on any one particular thing, instead requiring that attention be paid almost equally to EVERYTHING. Also the filters are kinda shot and you can't just block something out..... that radio thing Archi is listening to in the other room is making it REALLY hard to type this. ~_~*
