also I'd like to point out that there is debate on whether that experiment was actually carried out or if it was just hoax-y propoganda.

well, most of the stuff on Youtube are fake sooo.....

i did some searching on it. it was a result of reanimation research in 1940 tested in Pittsburgh by the Safar Center for Resuscitation Research.
