with no sense of 'quantity' there is no 'one' since there is no 'thing' to be 'one' of something. If there are no multiple 'single' things to be put together to form 'two' of that thing, then can 1+1 possibly equal 2 when there is no 'one' to begin with? The fact 1+1=2 needs the universe to exist, as the universe started the things we assign as a 'quantity' and numbers are a human quantitative invention

It would be a matter of perception. One can say 1+1=2 is always true, no matter the circumstances or take Eko's way of thinking.
I would say, however, that it is a human concept, made up by us to make life logical, in a sense. Without humanity or planet where one would use the same concept of math, the formula itself would not exist, thus not making it true.

It's a simple answer: No. Grab anything that makes sense in your head, take away all possible and existing context out of it and expose it to another person. Will they make sense out of it? No :V
